It is not sufficient to have the necessary safety control measures written just on the Safety Plan. All necessary safety control measures, rules and procedures established must be communicated clearly to all concerned staff/students.  There should also be follow-up efforts to ensure that all those measures have been implemented and observed, and are effective in practice.
